    Gary Reams has joined BlueWater’s Business Development group as a Proposal Writer. Gary brings to BlueWater over 25 years of experience in telecommunications, quality, training, and process engineering of which 10 years has been proposal writing and business development. He is an experienced writer across numerous genres including technical, process, and IA. He is currently pursuing graduate work at Virginia Tech in Science and Technology Studies.

    Silas Manuel joins the BlueWater team to solely focus on augmenting our new business development efforts through the marketing of the great work that BlueWater does for our customers. Formerly, Silas was the Director of Business Development at WBB Consulting, and he brings approximately 30 years of achieving successful results selling information technology solutions to primarily Federal civilian agencies, including, Departments of Transportation, Homeland Security, Commerce, Veterans Affairs, Treasury, State, Agriculture, Interior, Housing and Urban Development, and the US Postal Service, among others. He has worked for a range of information technology services and software product companies, including a management consulting firm and a major systems integrator.
